can a CFI with ASEL give sport pilot instruction in a non-LSA airplane?

Yes.  But the CFI will need a regular medical or Basic Med, and the trainee will need a regular medical or Basic Med to solo in that non-LSA ASEL aircraft.  That CFI with ASE flight instructor rating and Commercial Pilot-ASEL rating can also give that training in an ASEL LSA -- the CFI-ASE gives you instructing privileges both for Sport Pilot and in LSA's as well as Private and up and in Standard ASEL's.  And that CFI-ASE/CP-ASEL can do the Sport Pilot training in an LSA with only a drivers license.

Thanks for your timely response.  Our flight school doesn't have a light sport airplane.  What is the impact if the student has to take the practical test in a non-LSA?

Not permitted.  See bold print on page 9 of the Sport Pilot-Airplane PTS.  Must be an LSA for the practical test for Sport Pilot or CFI-Sport.
