91.119 outlines the minimum altitudes we can fly at. Over congested areas, including an open-air assembly of persons, we must maintain a minimum of 1,000 feet above the highest structure. If the area is sparsley populated, this includes open water, we must maintain a minimum of 500 fee from any person, vessel, vehicle, or structure. As long as you stay at least 1,000 feet above the highest structure, then nuthing would keep you from overflying a wedding. Of course, you should make sure the bride and groom are ok with it first as the sound of an aircraft over head for a sustained period of time could be distracting.
