ash scattering
is it legal to charge for ash scattering services and use my airplane incidental to going somewhere and scatter the ashes where the family requested while enroute to my destination?

Unless you have a Part 135 operating certificate, no, it isn't legal to charge for scattering ashes from your plane.  Otherwise, you'd be illegally providing air transportation of cargo for hire.  This would not be "incidental" to your employment since you'd be getting paid specifically to scatter the ashes, and even if it were, you're not allowed to transport anything belonging to others when accepting reimbursement under 61.113(b).
