Does anyone know why the PIA (Privacy ICAO Address) program for ADS-B is only available with 1090ES and not 978 UAT transmitters?

Does anyone know why the PIA (Privacy ICAO Address) program for ADS-B is only available with 1090ES and not 978 UAT transmitters?

I really like the Leidos briefings which are a big improvement over the old DUATS system. However the briefings are still cluttered up with a generous amount of TMI that makes it more difficult to ensure you see what you really need. It's similar to an issue with the NOTAM system that I know alphabet groups are pushing on but I haven't seen anything about Leidos briefings. I have sent feedback using their link, some examples follow. I'm curious if others or AOPA have noted ...

Our hangar association has a general liability policy underwritten by New Hampshire Insurance Company, and when I was reading through it I noticed this under "Exclusions":

Aircraft, Auto or Watercraft
"Bodily injury" or "property damage" arising out of the ownership, maintenance, use or entrustment to others of any aircraft, "auto" or watercraft owned or operated by or rented loaned to any insured. Use includes operation and "loading or unloading".

I don't get it. ...
